CHRISTMAS TREES FOR SPENDING BILLS
FROM THE FEDERATION OF MATERIALS SOCIETIES: A long-standing tradition toward the end of a Congressional session is making "Christmas trees" out of must-pass legislation, hanging "ornaments" onto unrelated bills the president is thought unlikely to veto. So it was in November when the House and Senate combined a continuing resolution funding the federal government through December 14 with the fiscal year (FY) 2008 defense appropriations bill. At our press deadline, it was unclear whether Congress would be able to pass the remaining appropriations bills (most of which President Bush has threatened to veto because they exceed his proposed budget limits), whether Congress would pass another short-term continuing resolution, or—the worst case—whether a year-long continuing resolution would be passed. |
