05/12 - OMB TO AGENCIES—DON'T SUBMIT FY 2010 BUDGET


In a move unusual even for a lame-duck administration, the White House Office of Management and Budget (OMB) has instructed agencies to “prepare a budget database that includes a complete current services baseline and to gather information necessary to develop current services program estimates for FY 2010 from which the incoming Administration can develop its budget proposals”—but not to make FY 2010 requests for funding of existing programs or any new program proposals. Those requests instead would be made to the transition team for the new administration, probably in December. With the FY 2009 budget presumably operating on a continuing resolution until well after the inauguration in January, the management of discretionary programs including science and technology will be even more confused.
