Section 2.
Proposals to change the decisions, policies or procedures of
the Board of Directors shall be made to it in writing and signed by at least
twenty-five (25) members. Such proposals, unless acceptable to the Board of
Directors or withdrawn within thirty (30) days, shall be published with
discussion and a ballot in the next issue of JOM. If it is
deemed advisable by the Board of Directors, such proposals may be submitted to
the membership in the form of a letter ballot, in lieu of publication, within
120 days after their receipt. The majority of votes cast by the membership in
favor of a proposal shall determine its adoption.
